Oath Shot is my new fav, used to be Poison Arrow. I play 99% PvE, so if you are talking PvP ignore me.
A lot of people don't seem to like Poison Arrow, but with 16 WS it gives IIRC 21 seconds of poison. Add a poisoner's string and that's something like 25.2 seconds of poison in a cheap, spammable shot.
Like I said though, I have really fallen in love with Oath Shot. Neverending Whirling Defense, 2 Distracting shots in as many seconds, plus it recharges any skill, not just ranger stuff. Yeah it sucks if they dodge the shot, but that just means you gotta be careful.

I usually go with Ignite Arrows, Poison Arrow then fire off Dual Shot. Since I capped Quick shot recently, I'm changing out Poison Arrow for Quick Shot and throwing in Apply Poison.
I love poisoning every living thing in a mob then blowing them all up! If there are Jade Armors/Bows or undead I just don't use the Apply Poison or Poison Arrow.
I also use a poisoners bow string to max out the duration for the poison.
If I'm running - definitely Escape.

Best - all depends of your target
general mayhem - useful against most targets :, barrage for group damage, oath shot for conditions and defense, including traps, throw dirt, interupts, and stuff from your secondary.
general spike - quickshot and punishing shot
caster spike - melandru's arrows-wicked damage to enchanted casters plus bleeding
Traps r us - spike trap(for knockdown - good set up for your ele friends- no running from aoe) and oath shot for offensive trapping - lay traps twice, close in , shoot, lay some more.
Condition meister for fleshy things - poison arrow, melandru's, and crippling shot, i guess
Interupts - punishing shot ( gotta love it)
Me, I use oath, barrage, melandru arrow, and punishing most often.
To answer your question, for group fun, take barrage with 16 in marksmanship
For straight damage to one - quick shot with preps - more points in wilderness survival.
I have never used melandru resiliance, practiced stance?, incendiary shot, or
crippling shot on mission. I never PVP so I am no help there.
I usually figure out what creature I will concentrate on killing - usually I shutdown casters (never leave home without one interupt) or what the group would need me to kill and pack accordingly. I often carry throw dirt or dust trap to save my own casters.
